Kirra L. Jarratt

Bio: Kirra Jarratt is the Chief Executive Officer of the DC Bar Foundation. Kirra and her team work hand-in-hand with DC’s legal aid community to ensure that every individual, regardless of income, has access to justice. Largely, she oversees and implements the Foundation’s strategic direction in support of its mission “to fund, support, and improve legal representation of the poor, vulnerable, and otherwise disadvantaged in the District of Columbia.” Kirra manages the Foundation’s budget of more than $13 million to make for strategic and impactful grantmaking in their vision to transform the District’s civil justice system. Berlaunder M. Barnes

Programs Manager

Bio: Berlaunder brings more than 30 years of administrative and operational management to the DC Bar Foundation.  Berlaunder joined DCBF in July 2019 with an extensive career in budget management, contract negotiation, relationship building, and project and facilities management in the private and public sectors.  “By managing the operational and administrative minutia, I make it possible for DCBF to focus on the mission of investing in justice.” Read more...​

J. Daryl Byler

Director of Development and Communications

Bio: With 20 years’ experience in donor development, Daryl oversees the Foundation’s private fundraising from law firms and individuals, through a variety of campaigns. Previously, Daryl was the primary architect for a multi-million dollar endowment campaign at the Center for Justice and Peacebuilding. He was also a member of the Kellogg Foundation’s Truth, Racial Healing and Transformation design team. Read more...

Bio: B.A. works to support equal justice for all in DC by “building ecosystems where residents know their rights, can access legal help for issues that arise in the workplace and the marketplace, and feel empowered to fight for systemic change.” B.A. joined the DC Bar Foundation in May 2019 and brings more than 10 years’ experience as a senior nonprofit professional having previously worked in health and human services at a local nonprofit. Evaluation and Impact Manager

Bio: Mark oversees the Foundation’s evaluation activities to articulate and measure DCBF’s impact in the civil legal justice community. He also works with DCBF’s Director of Programs to strategize and design programming to best serve the District and then evaluate how those programs are delivering and if they are working well. Mark has more than 25 years of experience building the capacity of individuals and organizations by engaging more effectively in strategic partnerships and networks. Read more...

Greer Richey

Development and Communications Assistant

Bio: Greer helps manage the DC Bar Foundation’s major fundraising campaigns and generates the Foundation’s various public-facing communications. Through the Foundation’s communications, she seeks to connect with and educate the public in less legal, more understandable terms. Greer’s work and that of her colleagues is critical to bringing in resources that allow DCBF to distribute funds to those who need them most.  In her words, she believes that access to justice is “non-negotiable.” Read more...

Imoni Washington

Bio: Imoni Washington oversees the implementation of the Foundation’s strategies and its programs to ensure that the District’s civil legal justice system is serving its residents well.  Imoni brings more than 20 years of experience in philanthropy, nonprofit and program management in leading grantmaking for the DC Bar Foundation, the largest funder of civil legal aid in the District of Columbia. She has served as the Director of Programs for the DC Bar Foundation since July 2010 and oversees the implementation of the Foundation’s strategies and its programs to ensure that the District’s civil legal justice system is serving its residents well.
