Bio: Kirra Jarratt is the Chief Executive Officer of the DC Bar Foundation. Kirra and her team work hand-in-hand with DC’s legal aid community to ensure that every individual, regardless of income, has access to justice. Largely, she oversees and implements the Foundation’s strategic direction in support of its mission “to fund, support, and improve legal representation of the poor, vulnerable, and otherwise disadvantaged in the District of Columbia.” Kirra manages the Foundation’s budget of more than $13 million to make for strategic and impactful grantmaking in their vision to transform the District’s civil justice system. Bio: With 20 years’ experience in donor development, Daryl oversees the Foundation’s private fundraising from law firms and individuals, through a variety of campaigns. Previously, Daryl was the primary architect for a multi-million dollar endowment campaign at the Center for Justice and Peacebuilding. He was also a member of the Kellogg Foundation’s Truth, Racial Healing and Transformation design team. Read more...
Director of Programs
Bio: Nancy Gist is the Director of Programs at the DC Bar Foundation. Her work has focused primarily on developing, executing, and supporting strategies for providing people who have been marginalized with access to quality legal services and to a legal system which provides equal justice. She has established and managed legal services programs and delivery systems for members of the United Auto Workers Union and United Food and Commercial Workers. As Deputy Chief Counsel of the Massachusetts Committee for Public Counsel Services, the statewide public defense agency, she led the private assigned counsel delivery system. Read more...
Bio: Mark oversees the Foundation’s evaluation activities to articulate and measure DCBF’s impact in the civil legal justice community. He also works with DCBF’s Director of Programs to strategize and design programming to best serve the District and then evaluate how those programs are delivering and if they are working well. Mark has more than 25 years of experience building the capacity of individuals and organizations by engaging more effectively in strategic partnerships and networks. Read more...
Bio: Mirenda Meghelli strongly believes in the DC Bar Foundation’s “vision that residents of the District have equal access to justice, regardless of income”. She has over ten years of nonprofit legal experience and is particularly interested in leveraging technology and collaboration to strengthen the impact of civil legal aid. Read more...
Bio: After an enriching internship experience with the DC Bar Foundation, Jazmine joined the Foundation as a Program Specialist in February 2021. Jazmine helps bridge the connection between DCBF's grantees and the Programs Team.
Jazmine joins initiatives that focus on ensuring justice for systemic economic, social, civil, and criminal rights violations, confronting growing repressions, and defending all disadvantaged and oppressed communities' rights. Guided by her beliefs, she serves as a social justice advocate. Read more...

Bio: Kukua joined DCBF in April 2021 as a Grant Specialist with almost five years of philanthropic experience. Kukua’s role is to ensure that the Foundation grantmaking process runs as efficiently as possible. Before joining DCBF, Kukua was an Administrative Assistant at Potomac Health Foundation in Woodbridge, VA. During her time at Potomac Health Foundation, Kukua was the lead grant administrator for their grants management system and played an integral part in grantmaking decisions. Read more...
Bio: Greer helps manage the DC Bar Foundation’s major fundraising campaigns and generates the Foundation’s various public-facing communications. Through the Foundation’s communications, she seeks to connect with and educate the public in less legal, more understandable terms. Greer’s work and that of her colleagues is critical to bringing in resources that allow DCBF to distribute funds to those who need them most. In her words, she believes that access to justice is “non-negotiable.” Read more...
Bio: Arthur Smith is a Program Officer with the DC Bar Foundation, where he supports the work of the Programs team. He joined the Foundation in June of 2021 and brings with him a passion for racial justice and community building in support of progressive change. He is eager to support the Foundation as it seeks to center racial equity in its programming and work and build partnerships to increase access to justice for the residents of Washington DC. Bio: Vicki Sussman joined the DC Bar Foundation in March 2021 as the Director of Operations. She has over 20 years of experience in grants management, grantmaking, and administration in nonprofit organizations, educational institutions, and state governments. Previously, Vicki worked with the American Heart Association, Cornell University, and Case Western Reserve University, among others. Read more.
